Not a Canna, but I'm not sue of its ID. Probably a dicot, rather than a monocot (like Canna).

A Flora of Southern California by Phillip Munz is still probably the best text for ID'ing SoCal natives. Unfortunately, I don't have my copy with me, or I'd do a little more checking for you. Sorry...
