Looks like Tabernaemonta divaricata 'Silver Rain'.

SoCal and SoFla; zone varies by location.

It is also being sold as 'Silver Ice' in SoFL.

And I wonder it it isn't another species of Tabernaemontana, not divaricata? The last 2 cold winters the "normal" T. divaricata only suffered minor damage while 'Silver Ice' froze to the ground or were killed. It does have smaller leaves and flowers and isn't as a carefree grower; less drought, cold and nematode tolerant. Also, a couple we had that froze to the ground have come back up totally green, no variegation. It looks similar to the T. orientalis we are growing, which is more tender than T. divaricata.
