What is wrong with my Foxtails, is this frizzle top?

This just started happening on about 4 of my foxtails all at the same time on the newest fronds. It appears to mostly affect the leaflets on the top of the frond. Is this frizzle top?

How close are the affected fronds to the power lines, and is it only occurring on the fronds closest to them?

Only two are close, there are others that are no where near them with the same issue.

What is the deal with the power lines?

Corpus Christi, TX, near salt water, zone 9b/10a! Except when it isn't and everything gets nuked.

Those are actually cable lines which are no longer even in use. They buried all the power, phone and cable lines in my neighborhood and those are eventually coming down. The old power lines are about 10 feet higher than my tallest frond.

I thought something might be eating them too but it's strange that none of the lower fronds are at all affected . I think it's odd too that most of the damaged leaflets are on the top of the frond. We have Areca and Alexander palms next to them and they are fine.

I have also been fertizing and adding Magnanese every 4 months for the last two years since they were planted.
