I generally put bags on a buffer of some kind above heat mats. The buffer depends on the species and the heat mat type. Heat loving species can just about go straight on the mat and temps at the seeds can get up to 35C+. For most species, I use some fabric as a buffer and it keeps temps around 30C.

I have had way to much trouble with fungus issues in zip lock bags.
