Do sagos tolerate the southern CA drought without supplemental water?

Fairly well yes. I have a few smaller sagos that are not irrigated and they make it from winter to winter wo supplemental waterings. 

With that said, the simply survive and do not thrive. I live inland and we are much warmer and have more sun than the coast. Along the coast, they do well wo supplemental waterings.

i think we would be pressed to find a location where these plants are not watered however.

They look better with the leaves trimmed very close to the trunk, the way you did. Some palms look better with a bit of petiole left on, like Sabals for example.

Although I usually leave more ranks of leaves on my plants, they're one of the few species that looks good no matter how much you trim them.

Thank you RB. 

I strive to strike the balance for the plant to display as much green as possible while also looking manicured. I keep my chamaerops much more natural than these sagos.
