why does it resemble a CIDP so much though.  I dont know much about butias btw

It's a Butea, way overtrimmed.

phoenix have spines at the bases of their leaves which that Palm lacks

That thing looks terrible.  Idk who if anyone is any sort of palm expert down there but some of the things I see done to palms in Va Beach are frightening.   Some people hurricane cut them every winter!  Its astounding.  The ones that dont trim like that usually have the healthiest and long lasting palms there.

My guess is that the butial was near fatally killed by a freeze, but then had a very delayed recovery to where it is only now producing new fronds, whereas the butia in the background wasn't hurt has bad and had recovered much earlier. After all, assuming both palms are maintained by the same owner or trimmer -- logically, why would they over trim the one palm and not the other. I have my doubts that even a non palm person with no knowledge in trimming palms would otherwise totally remove all the fronds. But then again, there are ignorant jerks in this world.
