Hedyscepe and Dypsis leptocheilos are two that I know have pinnate fronds from their first frond as a seedling.

I was going to suggest phoenix, particularly theophrasti, but TexasColdHardyPalms beat me to it. :)

Syagrus (Lytocaryum) weddellianum is finely pinnate from the very first leaf (eophyll), and is suitable for use as an indoor, potted plant.

CIDP is faster than theophrastii. Ive seen a few go pinnate on their 6th leaf. A 1gallon cidp will have 6 mature fronds but without the viscous thorns.

I actually had this pic on my phone. 2.5 year old theo in a 5gallon.

all of the above mentioned palms + a healthy Raphia farinifera will push a mature looking leaf straight away

(ignore the feet and the q tip)

Mauritia flexuosa will go palmate in their first fronds.  (The photo in my profile is a clump of mature palms).  I've seen them throughout northern Brazil as far south as Minas Gerais state.  Fast growing also, but needs a ton of water.  They are the 2 seedlings in the clay pot in the photo.
