Regarding the speed, the Cycas thouarsii across the driveway from this is about 2 years older, and was also grown from band size, and you can see the pace at which it grew.  They had similar sun exposure, as my neighbor took out his lawn and added the hedge a few years after I planted the smaller slower growing Cycas I'm looking for the ID on.  Cycas thouarsii below for comparison20170608-104A6650.thumb.jpg.d2ba18d4c4c7:
