When I bought these as seedlings here in Mexico maybe 3 years ago they were called  green bottle palms. I thought it was a version of the usual bottle palm. Obvious it is not one after some growth. Fairly fast growing, takes alot of salt and wind. Haven't seen any around except the 3 in my yard. Nice palm, wish I had a few more. My guess. Gaussia?
