Bougainvillea?

I'm pretty sure this was a Bougainvillea that I saw in Xalapa, Mexico earlier this week... can anyone confirm? The growth habit, leaves etc. were similar to the other Bougainvillea I've seen but the bracts look totally different. Any ideas?

Actually, i think this is a form of Holmskioldia sanguinea, AKA, Chinease Hat, Parasol flower. An unusual member of the Mint (Lamaiceae) Family, from the Himalaya region.

Grows as a larger, somewhat sprawling bush, much like Bougainvilleas do.  Supposedly hardy to at least the low 30's. maybe the upper 20'sF Have seen these for sale at plant sales and some nurseries back in Florida. Thinking it's hardy enough to be grown in CA ( SoCal. esp.) Likes to be kept moist, in a spot that receives filtered shade. 

Neat plant. There are apparently other species / cultivars with yellow, darker red, and pink /purplish or perhaps White flowers as well.
