This is a picture off of a youtube video. Not the best quality, however the author was not focusing on the palm. 

He mentions it is a queen. However those leaves look a bit too recurved to be a queen.

Syagrus romanzoffiana is quite variable.  According to the photo, I think it is indeed a queen (S. romanzoffiana)

Hmmm... Doesn't look very queen to me. Queen Palm petiole and leaf sheath always seem to hug the trunk more that palm . Certainly no expert and am equally curious.

Best I can come up with is some sort of hybrid.

Btw, this is in Ajijic, Jalisco, Mexico. (North shore of lake Chapala)
