These seem to be starting to ripen but are still about half or a third of a regular size banana - is that normal? When should I take them off the plant?

Ben, I pull them off when I'm hungry!  :D  On a more serious note, when they are yellow like in the store, although if a bit of yellow is showing you can ripen them easily off the plant.  If you pull them off when they are too green they may not ripen properly.  Sometimes putting green ones in a bag with other ripe fruit can help accelerate the ripening, but I try to leave them on as long as possible.  Sometimes when the plant is leaning with the weight of a large bunch into other plants I value more, I've had to remove the entire bunch and rely on the bag trick.  Normally I only remove the hands that are ripe as the entire bunch doesn't normally go off all at once.  When you do have multiple hands go off all at once, its a good time to share a hand with friends and neighbors (yes pun intended).

The bananas are already grenades,cut the bunch,remove the pieces ,wait to ripen and taste , are delicious.

Thanks guys! Sounds like these guys are about ready to pull. I’ll probably do so and cut the stalk down in the next couple of days. I was concerned that they were to small yet. Appreciate the advice!
