Scale a tiny bug.  Treat with horticultural oil or a systemic insecticide (Imidacloprid ) if done when plants don't flower.

How can I confirm that it is scale?  The pictures I saw online don't really look like the ones I posted.

It looks more like white fly larvae colonies, but they lack the excrement filaments they usually have. Regardless of the bug type, Imidacloprid will control almost all sucking insects. Make sure to use it when the palm is not blooming to avoid harming pollinating insects (bees, etc.).
