hi, i've had this mango plant for 3-4 years now from seed.   its been a while i noticed some whitish on it and it the plant stopped from growing..  what can i do or is it too late?

Hi Alejandro,

Looks like mealy bugs or some other insect.  Try spraying it with some soapy water that will kill the insects but not harm the plant.

could it be fungus too? 
powdery mildew?
