Does anybody know what the disease/critter is on the coconut palm leafs? Don't know if the white bugs are related to the black fungus looking stuff.

The spiraling stuff is from Whiteflies, a bad infestation, also some mealy bugs too.  You can use any broad-spectrum insecticide to take care of them. The black stuff is called sooty mold, that is what the Whiteflies secrete. You really cannot get rid of the black stuff easily but if you spray with the pesticide the new fronds will be ok.

Lived in Cape Coral, Miami, Orlando and St. Petersburg Florida.

Agree w/ @Palmaceae Black stuff is Sooty Mold..  also have Whitefly, possibly Spiraling Whitefly.. regardless of the type, you can use something mild like a diluted mixture of soap/water/ insecticidal soap, or something stronger to kill the Whiteflies ..though they're not the easiest pests to get rid of( Adults often fly away, may return later ). As mentioned, Sooty Mold is often a direct result of the Whiteflies,( or other sap feeding bugs ) and the residue they leave behind on the fronds while feeding. To get rid of that, you can wipe down the fronds.

Also check for ant colonies nearby.  Apparently ants like to "farm" mealybugs for the sap, they have even been known to move mealybugs from palm to palm for more food.  If there is an ant colony nearby then putting down an ant bait may help kill off the mealybug infestation.  Whiteflies also like other tropical plants like Hibiscus, so check nearby plants too.
