Leaf base on sabal brazoria browning prematurely

Today, I went out and one of these older petioles had flopped outward already. 

There are only 5 leaves (counting the spear) on the palm.

When I inspected the flopping petiole, I saw brown at the base.  There is also brown on another leaf base

There brown goes all the way through the leaf base

fungus too wet.  Spray mulch and crud out of there.

They are native to this type of habitat.
It's mostly leaves and pollen from the oak.

Palm showing flopping...

Sabal minors surround it and are fine and full of leaves.  Same growing conditions and lots of organic matter in s minor leaf bases.  
No browning on minors' leaf base.

it's fungus where it has accumulated in the growing spear area from being wet in spring and maybe cold injury. It will be fine but those fronds will collapse/break.  Minor is a little tougher in this regard to resist cold/fungus/wet.
