Tomentum? What is it?

Rookie question about "tomentum" Is that the fuzzy stuff on the crown shaft/bottom of the new spears?.  Is it a sign of healthy growth aka the more the better? Is the white powdery stuff on the fronds also tomentum? I hope that's the right word for it. Briefly searching the forum, I haven't found much info on it.  Seems like it would be a more popular topic. 

Anybody care to explain "tomentum"?

Attached are pics of dyspsis lepticilious and a wodyetia x vetchia x2 (i believe) (Teddy and a Foxy.) (Do not ever expect good pics from me lol) Is that tomentum on the Foxy? Going almost all the way up taking on a more red color vs the black at the bottom? Maybe totally different but I've read on here that the red on young bismarckia has to do with sun exposure when young and can influence the silver tint it develops?? Curious if there is any more info on that as well how soon to put newly germinated bismarck seedlings in full sun.. Is tomentum even  the right word?

Maybe it keeps the palm from freezing etc...insulation ?

Its what grows in hippy girls armpits too. Maybe it keeps the milk from freezing.
