I happened across this beautiful, blooming tree in central Fresno. Could it be cassia? if so, what species?

Interesting isn't it? i wonder how old it is... It definitely doesn't look like it's pampered, that entire yard looks rather neglected.

Age would be tough to say w/ 100% accuracy but shot in the dark guess would be at *least* 8- 10 years.  Too bad you can't get a close up look at it to see what the trunk looks like. That might provide a better idea on age, though these can grow fast under the right circumstances/ conditions.

Have a neighbor here w/ 3, ..the biggest of which might be a hair bigger..  Yard isn't pampered either/ trees look like they could use a little more water ( Tamarind in the same yard is very healthy though ).

Trust me, they do waay better neglected than pampered,  you'll get better flower set with some neglect. I've got a 30 year old specimen in my front yard, sporadically flowers twice a year. Gets too much love ( water and fertilizer ) in amongst the palms. Local neglected trees put on a great flower display.
The trees themselves sans blooms look crappy imo.
