What type of bug is this? And is it bad for my washingtonia? They also like my Pygmy date palm and Euro Fan palm. I thought I extinguished them a couple years ago with a systemic insecticide drench but they appear to be back.

Agree w/ Jerry ...If you want to keep the " bad " bugs away, keep these around.  Use the folds in the leaflets / shaded undersides of the fronds as a place to rest / hang out.
