Possibly a form of Aechmea recurvata? Looks pretty toothy, though...

Similar in many ways to other Bromeilad genra, specifically Puya, Dyckia and Hechtia.  The backwards curving barbs in particular remind me of weeding around my Puya.

I’ve been told by two confident sources it’s Bromelia Balansae.
