I’m currently cleaning some washie seeds, Is the white dot on some of them a root? Or is it something else? If it is a root like I think it is will they still germinate fully once in substrate or wet? Most of them have this same spot in the same location area 

also does the color of a seed matter or no? I’m sending these out and I wanna make sure I’m actually sending seeds with good probability of sprouting

Oh interesting, they seem to be dormant again? since when I collected them they were like this

Does anyone know if the ones with the white dots should be avoided when shipping to somebody or is it ok to send them? or should I select ones that haven't started?

The white dot is the start of germination. It is a root. If removed from the moist growing medium,it will die fairly quickly. Do not ship sprouted seeds that have been removed from their source of moisture. Plant them immediately to save them.

Hey @ZPalms. I agree with @aztropic. These are at such an early stage of growth that interrupting that, will be certain death. Get those ones planted ASAP.
