How long does it take a Sylvester to grow a full new canopy?

How many new fronds does a Sylvester palm typically put out during the growing season? Is it only a few or can it completely turn over its canopy? (In zone 9a)

P sylvestris here in Corps Christi suffered 100% defoliation in February of last year, by the end of summer, the crowns were full again, they replaced their crown faster than P dactylifera.  Here are a couple in town, photo taken toward end of last year, so only 1 growing season post defoliation.
