Palm in question is an adonidia.  It is very mature and seemingly healthy. I would guess is at least 30 years old from the height.

My wife noticed this a couple weeks ago. She says it is about the same size or slightly larger than a week ago.  It's about 18" up from the ground. 

Not sticky or sappy to the touch. Also not wet. I feel like I've seen this on other palms before.  I am located in Ft. Lauderdale.
