I'm guessing this is a fungus on this seedling but maybe something else?  This is a young CIDP and I intermittently spray the soil with Daconil.  Any ideas for best treatment?  Thank you!

That actually looks like an insect infestation called scale. Try and rub or scrape those bumps off by hand or use a q tip dipped in alcohol to rub with.
