I don't think so, because the excess water can't be drained after watering, which will lead to rotten roots

When you post the same basic subject in our different groups (i.e. check your original post under POTS) you might get mixed information.  You asked how often you should be watering a Foxtail seed.   With NO DRAINAGE, you will smell your next problem.

Not sure that any palm could grow without some sort of drainage. Majesties love their water, but i dont think they could live with the soil just being wet all the time. That would mean that a foxtail especially wouldnt be able to do it.

If you had no drainage the salt would build up and kill it! My cat palm I have planted in my pond and it does fine but if it was in a pot with no drainage the salt would take care of it!!

There’s a number of aquatic and semi-aquatic palms that will grow in water but rarely stagnant stale water. The foxtail palm isn’t one of them. They need freely draining soil.
