Hi, I'm new to the forum and would really appreciate any advice. I have two windmill palms (apologies for incorrect naming!) in my front garden, one os thriving but one is not. I bought them around 3 years ago from a garden centre, they were both healthy with plenty of fronds. As you can see, one does not have any developed fronds with stems, it seems to be sprouting new growth but the fronds just don't have stems. They both receive the same amount of natural water, wind and soil as they are around 20ft apart. Any ideas?Last pic of the healthy plant.

I haven't heard much positive about defibering a windmill trunk but your palm is definitely in some sort of decline.  The 'healthy' one doesn't look good either.  When daytime temps are above 15C put out a low amount of slow release fertilizer and make sure they stay watered.  Keep fingers crossed.

The first one does not look to be a windmill, it looks to be a Chinese fan palm, they are commonly mislabeled. The trunk is way too fat, leaf bases to big, and leaves look too wide to be a windmill.
