Windmill Palm Help needed

Hi, we had three windmill palms planted in our yard March 2020. The middle palm is having trouble. It continues to put up new in fronds, but they turn brown shortly after. The other two are fuller and produced yellow flowers this year. 
We live in Wake Forest, NC. 
what do you think is happening? Any advice would be appreciated.

Was the palm doing this last season as well?  It might have sustained some damage in the winter, especially if wet. But it should outgrow this within the current growing season

@oasis371 thanks for your response. Looking back it started last spring. I attached two more photos. One from 2020 the year it was planted and last spring.

In my experience from one of mine and seeing peoples palms online when you buy balled and bur lapped Trachycarpus sometimes they don't do all that well as compared to planting a smaller one in the ground.  My first palm was this type and it has hardly grown in 6 years vs the smaller planted palms which are much larger now than it is.  The only thing I see is you could probably put some more clay dirt around the palm where it's root initiation zone is and see if it improves over the next couple years by sending out more roots.  Palms change slow.   I'd probably try about a full cup of Osmocote outdoor on this palm sprinkled within 18" of trunk so you can let the slow release do all the work of adding nutrients.  And again in about August 1st.  I'd double check not to spray any weird chemicals around that palm since it is so close to grass and edge of bed (no roundup , no grass chemicals within 2 feet??)

I also had three planted like that, but a little further spaced and about the same size as yours. One exhibited the same issues and inexplicably died over the course of a couple of years. I'm still unsure of what happened back then. :unsure:
