so i put my foxtail palm out in direct sun too fast and the fronds got sunburned (totally my fault). should i just cut them off?

Yeah, it looks grim. If there is no sign of new growth in the center…..it may be a goner.

i know it looks really bad but its still pushing out a frond right now.

I would cut the two that are basically white and 100% dried up. The new spear isn’t going to get any nutrition from those. Maybe keep the third one until the new spear is completely pushed out. That’s my two cents.

I'd agree with the Gerg, don't cut anything that is still partially green.  Palms "eat" older fronds for nutrients, water, etc.  If you chop that third partially-green leaf then you are depriving the seedling of a nutrients and you are also opening a fresh wound that's a possible entrance for fungi and bacteria.  If in doubt, leave them on there.
