I find they do that in cold/cooler weather.  The petiole will continue to push out.

I don’t know but I have two robustas that do this, they are slower growing than my other two that don’t do this

I agree with @Chester B, I believe all of my in-ground Trachycarpus are doing this at the moment, because of our bad winter.  

I think when temps are higher, and growth happens faster, the petioles push out before the leaflets have a chance to separate.  But when it's cold, and movement is slow, they open in roughly the same amount of time(ish), just with less vertical movement.  Or something to that effect.  

I have observed a similar phenomenon occur with bananas; when it's warm, the new leaves have no problem clearing the meristem.  But when it's cool, the new leaves seem to open prior to clearing the meristem, and the plant can "choke", and you have to cut open the meristem to clear the choke, so growth can resume.

Ok, how do i clear the meristem? cut the new fronds?
