Flooded Papaya Recovery

So we got a ton of rain here in Corpus a week or two ago, it really rained hard and my papayas really hated it, they aren’t in a particularly low spot but there was enough water there for long enough that all their existing leaves died. You can see in the pic that thankfully there are some new leaves growing. 

My question is what do I do about the next big storm? If these died I was going to mound up that spot before replanting, but since they didn’t die I wonder what can do. Can I still mound some more dirt? Can Papaya trunks re-differentiate and grow new roots or will they just rot? Any input appreciated.
