How to make Chamaedorea seifrizii’s seeds germinate?

You can’t make palm seeds do anything. You can only provide favorable conditions that encourage germination and have patience. Palms aren’t marigolds so be prepared to wait weeks or even months for germination. It helps if the seeds are mature and viable and fresh (the tiniest seed is likely not viable). I suggest you soak the seeds for 48 hours in water, changing water daily, then remove the fruit. I use a metal strainer and a wooden spoon if fruit doesn’t come off easily by hand. Then I either pot them in very free draining potting mix or bag them with moist orchid moss. Place them in a warm place then check weekly or so for germination. Keep them moist and warm and have patience. If you keep your house chilly (under 20C) in winter seeds will take longer. If you overwater them they may rot.

I live in FL and while weather outside (I don’t grow plants indoors) is still very warm, I expect cooler temps very soon. So, any seeds I pot up now will probably not germinate until next spring.

I'd like to be under the sea in an octopus' garden in the shade.

That species is VERY easy.  Stick them in a pot and leave them outside, unless it’s going to freeze.  Keep them moist, not wet, and don’t let them dry out.  They’ll be popping up like grass soon.

Some people find that the seeds of some palms germinate faster in the sun.
