Maybe it's a slime mold, but strange place for it to be. If it's indeed a slime mold, it shouldn't harm anything except look ugly.

I would agree it looks like slime mold. Also looks like newer mulch, if so it probably came from that. As long as there are no open wounds in that area it should not be an issue.

Ive never seen slime mold grow on a palm like that, its bizzare to me, but im sure other people have witnessed it multiple times.
