Recently I've noticed my cocos have been seeing lots of damage on the fronds and new fronds i look under them and there is a white film or dust on tbe leaflets and some small black or red dots under my Panama tall. Unsure what these are or how to treat it any help would be appreciated.

The brown spots look like Potassium Deficiency due to chilly or cold weather.  Mine get that over here on the South Texas Coast this time of year.  I use an ALL ORGANIC foliar spray several times throughout the late fall and winter, MicroLife Ocean Harvest 4-2-3 at the rate of 2 ounces per gallon of water, in a handheld spray bottle sprayed thoroughly all over the crown and upper trunk just below the crown on warm days.  I also fertilize in mid November with MicroLife Ultimate 8-4-6 with lots of minerals and micronutrients as the granular slow release fertilizer for the root zone.
