Hello, I recently put my Washington Filifera seeds in a paper towel, and in most of them a long white thing is sticking out.

I am wondering which way to plant these seeds, with the white thing sticking out, or sticking in.

The image is 3-4 days old, and many grow much more.

I prepare rose pots with a coir based soil. Make a small hole in the center and place the root at the bottom or to the side. Cover up about an eighth inch. Soak the pots, and they should sprout in 1 to 4 weeks. Here in the desert I point the root down to avoid them drying out between watering. I do this with all palm seeds.

I always point the roots down. Sometimes sideways but never upwards.

Sounds like it is. A picture would be nice. You usually see palms growing a tap root and then to start growing a sprout upwards.
