RPS doesn't have any alfredii at the moment, but if you go there (https://www.rarepalmseeds.com/beccariophoenix-alfredii ) and click 'notify me' (sign-up required first) then you'll get an email as soon as they have some, at which point they are likely to be fresh. That is probably your best bet. The trouble with RPS is that they will probably get thousands of seeds and carry on slowly selling them for many months after they are long past their best. But if you get there when they're new, you'll probably get good seeds.

Otherwise, look on eBay for sprouted seeds or small seedlings; there are plenty of EU sellers who sell this palm from time to time. I don't suggest buying unsprouted seeds on eBay unless from a trusted seller (be particularly wary of sellers who sell thousands of seeds of practically everything—they will very likely mostly be old seeds).
