Anyone able to diagnose what’s going on with my lipstick palms? The new leaves look severely malformed.

Those look like developing Flower Inflos. Not leaves.

Early flowering via small inflorescences.

It happens among Red Sealing Wax Palms, Lipstick Palms. I have seen it occur with plants as small as one-gallons less than two feet tall. They may or may not produce flowers and they will probably not produce anything from that point. It may have been induced via shock or damage to the plant, or just at the spur of the moment. The plant will grow on and will produce new leaves, lowering the inflorescences until they age and fall off. They are probably emerging out of leaf bases.
