I went outside to water my sable and noticed these black dots on it. I have no idea what it is. Can anyone tell me if it's ok or not?

I don't know what it is but since nobody else has responded I would advise you not to worry too much. Sabals are resilient.

How long has it been since you looked at it last? Do they wipe off? When I bring home seedlings I usually clean their leaves with a damp rag then spray them with one of those 3-in-1 fungicide / miticide / insecticides. 

Here's a 1 gal minor I bought 3 weeks ago with a few dark spots and what I think is spider mite damage. I'm not worried. Notice the sharpie marks? It's growing well despite the rough appearance.

Edit: Could it be leaf spot? https://edis.ifas.ufl.edu/publication/PP142 Make sure you are watering the soil, not the fronds.
