No it seems normal, this is common for mule palms in general and while it takes some time for them to release or spread our, it will eventually occur.

I don't have a Mule but I have 2 Queen palms.  I have the spears coming out like half way and more than they start to open up.  Takes a long time . They shoot up another spear even when the previous frond isn't fully developed yet.  My mexican fan and filibusta do the same . Is that what you're talking about ?
