Long time listener first time caller. We have an Adonidia merrillii that has gotten worse since we brought it home a few weeks ago. Pics attached. Has small cylindrical things under fronds. No legs. Come off touching them. Just hit it a heavy dose of copper fungicide spray. Is this fungal? 
 

it’s in a pot in courtyard. Sun for half the day. Water every couple days when soil is dried out. Potted in palm soil.
