I would recommend not to use vents for boxed in palms unless you can shut it so it is insulated in cold temperatures. At least the moisture can be vented out. But what I would use is a pvc pipe as you want to use, and probably 3d print out a vent or something like a cap you can push on to the pipe or like glue it. You can also probably put on a 3d printed insulating cap with foamboard glued on it and just put it on the pvc pipe by removing the vent cap.

Do you know the rationale behind this? Are the vent insufficient for moisture build up or perhaps the plastic traps too much heat?

My primary goal is to keep the snow off, my secondary goal is to keep the rain off when it's very cold.

Maybe if I just put some plastic on the very top of the dome and leave the bottom open (like an umbrella), then wrap with frost cloth?

What palm / plant are you protecting?
