These spots have shown up on the variety of different banana plants I have. Is this due to the cooler weather we are having here or is this some sort of disease?

It could be a fungal disease, possibly an early sign of Black Sigatoka. I would spray with fungicide and cut any leaves that are infected.

Fungicides but be careful of chemicals especially mancozeb around water or pregnant women try to look for an organic solution fungus comes from to wet or high humidity increase air circulation and try to get the leaves dry
