I’ve noticed several times this winter that Texas City seems to be warmer than the northern side of Galveston. Anyone disagree with that observation?

Only the houses directly south of Moses Lake from what I've seen. 2010/2011 wiped out mature Norfolk(Cook) pines in Texas City while they persisted until 2021 in Galveston. There was quite a bit of NE flow from this past event so that might be what you're seeing; snowfall could've made a big difference too. In a typical bad freeze where the wind comes from the NW, Texas City won't be as protected as Galveston. 

I think in general even some bayfront areas to the north reliably run warmer than Texas City i.e San Leon, Bacliff. The direct bayfront from Bacliff to San Leon is actually as warm/nearly as warm as Galveston. I'd put Texas City more on par with Kemah in the longterm.
