I sowed them using the baggy method, and a month later they are still not germinating

I can only speak for T.fortunei. These germinate in mulch outside in the summertime in about 4 to 6 weeks.

nights in july in my area average +11 celsius... is that not too cold for germination?

My princeps seeds took about a year.

Purchased from Victor Silver at thepalmgrower.com. 6  or 7 months in a baggie with damp perlite at room temperature.  Then thought maybe they needed some cold stratification,so same baggie in the fridge for 2 months. Removed from fridge and placed into a community pot in March of that year. Roughly 2 to 3 months they started popping up as the days warmed heading into summer. My experience is they take a while.

If they're not rotten, squishy, mushy or growing mold, there's still hope for germination.

I have some in a bag from March. It's not overly moist, no mold, the seeds are perfectly intact and it's been a consistent room temperature. They just take time as others will tell you.

They are finally germinating for me!!

I never noticed much difference in germination times of various Trachycarpus species. Fresh seeds take 2-4 weeks. Seeds that are still relativley fresh take 4-8 weeks. They germinate faster outside in spring because of the night and day temperature fluctuations. Trachycarpus also germinate best when it isn't too hot.
