Brian, welcome to the forum,

Looking at the pictures,  this could be a case of the infamous Ganoderma, though there are many types of that particular Fungi.

Regardless of the type, what you're seeing is the fruiting body of it.. " Living " part of any Mushroom or Fungus is actually a network of white colored strands that branch out through the soil ( Called  Mycelium )

If it is the bad Ganoderma, you'll likely be removing the effected palm unfortunately as once you start seeing the " conks " = aka fruiting fungal bodies i'd mentioned,  rest of the fungus has already invaded the tissues of the trunk ..   Really isn't anything you can apply to kill it -without really ..... up your entire soil.  Not sure those chemicals are legal for home use anyway.

If you plant another palm in the same area, you'll have to really dig around to find a species that isn't susceptible.. 

Ganoderma is really a PITA, lol.

Correct, I've been dealing with this issue for the past 10 years one thing I have learned is there is no cure,the tree dies no matter what! We have lost all of our canary trees but have had success with Bismark palms they are more hearty.
