We have a clump of Bamboo Palm (Chamaedorea seifrizii) where a fence is to go - will it regrow if it's cut off at the ground or would the roots need to be removed also?

You will need at least most of the roots to save the palm. Harry

@Simone if you cut off all the culms/canes/trunks at ground level, it will probably grow back in a year or so.  Most clustering palms will grow back this way.  If uou need it to not grow back you will need to destroy the roots too.  You could drive a stump grinder through the area, or a rototiller, or hack it up with an axe or maul.  Depending on the size, you could also use a reciprocating saw to divide it up into pieces that are small enough to dig out.  I do this with a 3TPI carbide-tipped reciprocating saw blade.  It's a pain, but it work for bamboo as well as clustering palms.
