Hello, in may I bought 2 Trachycarpus Fortunei seedlings and planted them in 3 gallon pots and one has grown a bit and the other has grown small fronds. Why is this? You sort of answered your question. It’s the full sun that’s making the petioles short and fronds smaller and more stiff.

"barley" barely grown as it adjusts to new conditions. These are rather small but will outgrow and adjust in the coming years. They do look healthy so you have that as a positive.
