Looks like early boron deficiency

Agreed, the "accordion leaf" is definitely a boron deficiency.  Palms usually get enough boron from mulch decomposing, or from the fertilizer.  Here's a primer sheet on boron: https://edis.ifas.ufl.edu/publication/EP264

Figures 9, 10, 11 look like your palm.  The palm fertilizer you use should have a trace amount of boron, maybe 0.1% or so.  In a case like yours I'd get some 20 Mule Team Borax (or similar powder).  The UFL folks recommend 2-4oz in 5 gallons poured around the base as a single treatment.  Personally I'd do 1-2oz in 5 gallons of water and repeat in ~1 month.  It may take 6 months for new clean fronds to grow out with no defects.
