is it true that the mini lights can’t touch the fronds? i just saw that i hope i wont burn them…

Larger Xmas C9 incandescent lights will burn foliage etc. I recall some lights that where an intermediate size and i think these where indoor tree lights. The mini incandescent lights only get mildly warm so they're safe and commonly used.

I won't comment on the winter protection method, only because I tend to build storm proof structures.

I would keep them dry by doing something like this with the palm wrapped additionally inside the structure.  If you are in 6A or less a insulated box method will be needed.
