Basically to large of a container is the cause of the situation. Or overpotted leading to trouble for your palm.

Should I repot?  I had three seeds that bloomed but only one survived.  Do you have any other tips that might help?

I don't see any issues with the health of that seedling. Looks to be a Washingtonia seedling, which produce filaments These are very tenacious but would perform better in a pot that's deeper that it is wide. This will outgrow it's container rather rapidly.

This is my 3 year old seedling.

The "fringe" is normal. Many palms will have loose filaments at the leaf margins.

Just be careful to not overwater it. On a nice day place it outside to give it a rest and some fresh air in the shade and gently spray the the leaves with a bit of water to clean the dust off and that will open  the stomata’s so your palm can breath better indoors. Just be careful to not overwater it.
